Statement of the VDGH On the draft bill for a law to adapt the hospital reform - Hospital Reform Adaptation Act (KHAG)

With the Hospital Reform Adjustment Act (KHAG), the Federal Government intends to continue the hospital reform initiated with the Hospital Care Improvement Act (KHVVG) in a practical manner.

The main contents of the draft bill are the adjustment of the service groups and quality criteria, including cooperation and exemption options, the postponement of various deadlines and the changed financing of the transformation fund.

The VDGH fundamentally supports the overarching aim of the draft to facilitate the practical implementation of the hospital reform while ensuring the quality of care and nationwide comparability.

In order for the reform goals to be achieved in healthcare, the in-vitro diagnostics infrastructure must be consistently taken into account. Laboratory diagnostics is a cross-section and pacemaker of modern medicine. A significant proportion of clinical decisions are based on laboratory-based findings.

From the VDGH's point of view, it is therefore crucial that laboratory services are defined as a binding minimum structure in the relevant service groups and are reflected financially in the inpatient sector.

In a nutshell: The Association of the Diagnostics Industry (VDGH)

As a trade association, the German Diagnostics Industry Association (VDGH) represents the interests of more than 100 companies operating in Germany with a total turnover of 6.8 billion euros in 2022. They manufacture examination systems and reagents for the diagnosis of human diseases, which generate a turnover of more than 3.5 billion euros, as well as instruments, reagents, test systems and consumables for research in the life sciences, which generate a turnover of 3.3 billion euros.
